You are looking at a Vintage 24 Hour Military Brass Clock. In 1920, the United States Navy was the first United States military branch to use the system. It wasn’t until July 1, 1942 that the United States Army began using this system.
The military operates at all hours of the day and night, so it uses a 24-hour clock, commonly referred to as military time, to avoid confusion between a.m. and p.m. hours.
You will see that this clock needs a lot of TLC. The mechanism needs to be replaced and the face of the clock is made of plastic so it is very scratched up. This clock features 1-12 as well as 13-23 for easy recognition of military time.
